The vista is frustrating, up at the top of a maze of scaffolding. On my way to it I encountered a locked gate and an invisible wall preventing you from jumping over it from above. Anyone know what causes that? On the next level above the gate, you can stand to the downward side of the fence and jump beyond the gate. It is a tough jump but that's how you get there. In the central room, look for a small round tunnel in the wall, it is marked with 2 torches on the right side of it's door, you'll see a couple of dredge mining the entrance.

Follow the tunnel and go up the scaffolding right up to the top. Halfway to the top there is a closed gate, this is your route to the vista.
